TOWN OF ANDREWS - BOARD MEETING - COMMUNITY SERVICES BUILDING

MARCH 13, 2007

Mayor Brown called the meeting to order at 7:00 PM. Alderman Bristol, Alderman Adams, Alderman Reid and Alderman Jordan were present. Town Administrator Bill Green and Town Clerk Teresa Taylor were present. Also present was Town Attorney M. Ellen Davis.

ITEM 2
Motion to approve the Agenda of March 13, 2007 by Alderman Reid. Second by Alderman Adams. Motion approved.

ITEM 3
Motion to approve the Minutes of February 13, 2007 as presented by Alderman Reid and Second by Alderman Adams. Motion Carried.

ITEM 4 - REPORTS
Andrews Housing Authority Board of Commissioners voted to relenquish control of the Andrews Housing Authority to the Town of Andrews.

ITEM 5 - UNFINISHED BUSINESS
The simulated walk of the Appalachian Trail Project is set to begin April 15th to run a minimum of 6 weeks. Suggested to make April 15th get Andrews healthy day.

ITEM 6 - NEW BUSINESS
  1. Eleanor Ennis wants the oil paintings at the Andrews Town Library to be insured. Estimated value of $14,000.00. No action was taken, the insurance carrier will be contacted.

  2. Ted Scott reported that his zoning request for the property on First Street will be addressed at the April Zoning Board Meeting. He reports that there are littering laws in NC and there is a $100.00 fine. The DO NOT LITTER signs are available 100 per road division.

  3. Bluegrass to Blues requested a $500.00 financial contribution. Motion to approve the contribution by Alderman Jordan. Second by Alderman Reid. Motion carried.

  4. Motion by Alderman Reid to purchase a ½ page ad in the Andrews Journal's Information plus special edition for $300.00. Second by Alderman Jordan. Motion carried.

  5. Motion by Alderman Reid to agree to purchase a full page ad from the WNC Wagon Train for their 50th Anniversary Booklet for $200.00. Second by Alderman Adams. Motion carried.

  6. Motion by Alderman Reid to approve Resolution for Zoning Ammendment. Second by Alderman Adams. Motion carried.

  7. In public comment period the Senior Citizens just wanted to say "Thank You" for everything that the Town of Andrews has done at the Community Building.

  8. Jean Christy requested that the Mayor and Alderman participate in the St. Patrick's Day Parade on March 17, 2007.

  9. Nancy Frahman praised the Town for the new flags.

  10. Larry Dailey ask for an update on the Railroad crossings on Whitaker Lane. Alvin Adams said that we won't have an answer until after Friday, March 23, 2007. This will make the 30 days since the DOT sent a letter to the Railway.

  11. Plans were available for the revision of Ginger's Corner. They will consist of dwellings upstairs and businesses downstairs.
With no further business to come before the Board and upon motion by Alderman Reid, the meeting was adjourned at 7:45 PM.
